Reading Endorsement

As of July 1, 2021, HB 887 requires certified teachers who provide reading interventions under a school district's K-12 comprehensive reading plan to be certified or endorsed in reading.   Teachers in the process of earning the reading endorsement cannot provide the intensive intervention to Tier 3 students but may be the classroom teacher. 

Who is required to be Reading Certified or Reading Endorsed?

As of July 1, 2021, K-12 certified teachers need to be Reading Certified OR Reading Endorsed if they:

  • Provide Tier 3 interventions in Reading for students Kindergarten through Grade 12 (Teachers of ELA, Reading, ESE self-contained, and ESE ELA support)
  • Teach reading to third grade retained students (including Summer Bridge)

If you graduated from a university or college and believe you have completed coursework that may count towards any of the five competencies-

You will need to log into your FLDOE account at  Choose "Addition of Subject to Educator Professional Certificate"; then choose "Endorsement", then choose "Reading Endorsement.  You should be prompted to pay $75.00 to the FLDOE.  If you are not prompted to pay, you have completed the wrong application. After the FLDOE completes a course by course analysis of your transcript(s), you will then be issued an Official Statement of Status of Eligibility (SOE). 

What are my options to earn a Reading Endorsement or Reading K-12 Certification?

Option 1 (Reading Endorsement): Madison County teachers may participate in the University of Florida’s Literacy Matrix.  The Literacy Matrix is a professional development tool for educators to learn foundational knowledge and skills for effective reading instruction. Powered by UF’s custom-built Learning Management System, Flamingo Learning, and offered online for ease of access, each concept presented in the Matrix includes foundational content and actionable strategies in the areas of assessment, instruction, and intervention. Educators are given the opportunity to apply research-based strategies for each competency and demonstrate evidence of their learning for review and feedback in practicum modules.

 Based on the science of reading, this systematic training prepares teachers to:

  1. effectively teach reading,
  2. diagnose reading issues, and
  3. intervene appropriately using research-based strategies.

Option 2 (Reading Endorsement): Take and pass the *Reading K-12 Subject Area Examination and apply to the FLDOE to add the Reading Endorsement to your certification the first year identified as needing the reading endorsement.  Fees associated with Option 2 will not be incurred by the district.
